1. Cover Letter

To the Cardano Product Committee,

The Actuarial Science and Insurance Student Association (ASISA) at Ahmadu Bello University, Zaria, submits this proposal in response to RFP 05: Government and Emerging Markets Entry Strategy. We are applying for a single research initiative under RFP 05 and are not combining it with other initiatives in this submission.

RFP 05 asks a disciplined question: where, in which markets and through which use cases, does Cardano have a credible path from general interest to measurable adoption, and what would each regional playbook actually require? It also warns against the failure modes that make emerging-market strategy unreliable — treating continents as single markets, mistaking events and letters of intent for adoption, and overclaiming regulatory feasibility. We have designed this proposal around those cautions rather than around enthusiasm.

We propose a depth-first study of one African entry candidate — Nigeria — using insurance as the vertical lens through which financial inclusion, agricultural risk, identity, and payment dependencies can be examined together. We are explicit on two points. First, we do not assume that blockchain improves insurance outcomes, that adoption is desirable, or that Cardano is the right infrastructure; these are the questions the research is designed to test. Second, the three priority use cases are not chosen in advance. They will be selected through screening against regulatory readiness, stakeholder demand, infrastructure prerequisites, delivery capacity, and measurable adoption pathways.

Our distinguishing strength is access. As a departmental association embedded in Nigeria's insurance education system, we hold working relationships with the regulator, the trade and professional bodies, named underwriters, brokers, insurtech operators, and agricultural and identity institutions — including counterparties in northern Nigeria that capital-city-based or external research teams routinely struggle to reach. We can conduct primary research in English, Hausa, Yoruba, Igbo, and Nigerian Pidgin. We treat this access as an evidence advantage and, equally, as a bias risk that the proposal controls for explicitly.

We have read the decision gates, deliverables, acceptance criteria, and bias controls in RFP 05 and have mapped our methodology and outputs directly to them. We confirm that the attached proposal includes all information required in Appendix A of the RFP. Our conflicts declaration is set out in Section 21.

2. Executive Summary

This proposal addresses one decision the Cardano Product Committee must make under RFP 05: whether an African entry play is worth funding, and if so, what it requires. Rather than scan three continents at a shallow depth, we concentrate primary research on a single high-information African candidate — Nigeria — and deliver a regional playbook that the Committee can sequence alongside LATAM and East Asia plays commissioned separately or in later phases. RFP 05 permits this: it allows a narrower country-cluster design where justified and a phased approach in which deeper primary research is concentrated on the highest-value markets.

Nigeria's insurance sector is an instructive entry point. Penetration sits below one percent of GDP. NAICOM has signaled commitment to digital transformation. Distribution channels remain shallow outside Lagos and Abuja. Claims administration faces persistent trust deficits. Agricultural risk exposure is substantial, particularly across the north. These conditions create circumstances where technology-enabled solutions might offer genuine operational value. Whether Cardano-related infrastructure fits those conditions is what this study is designed to establish.

We use insurance as the entry vertical because it is where several of the practical-infrastructure demands named in RFP 05 — financial inclusion, agricultural risk transfer, identity, and stable-value settlement — converge in a single, institutionally governed market with identifiable counterparties. Insurance is the lens, not the conclusion. The study does not assume that any insurance use case is viable on Cardano; it tests which, if any, are.

A key advantage of this proposal is ASISA's access to Nigeria's insurance ecosystem. Through established relationships with regulators, professional bodies, insurers, brokers, insurtech firms, and related stakeholders, the team can conduct extensive primary research and stakeholder engagement across multiple regions of the country. The Actuarial Science and Insurance Student Association (ASISA) at Ahmadu Bello University holds an unusual position for this work. The Association sits inside Nigeria's insurance education ecosystem, not outside it. Its institutional relationships with NAICOM, NIA, CIIN, NCRIB, and major insurers including Leadway, AIICO, AXA Mansard, and Custodian provide research access that external consultants entering the market for the first time cannot easily replicate. We also have an already planned insurance symposium (https://luma.com/loj9tq92) and structured industry visits during the research period which would create primary evidence channels beyond desk research.

The research is built to produce a defensible recommendation in either direction. It is designed so that a well-evidenced "no-go" or "monitor" finding is as deliverable as a "go," because a market-entry study that can only conclude in favour of entry has no decision value.

**What the study will determine **

UX, off-line capability, delivery capacity — must be met, partially met, or handed to adjacent workstreams before action is credible.

–​ What would count as genuine adoption as opposed to cosmetic activity, expressed as thresholds the

Committee can fund against and stop against.

**Core deliverables **

A market prioritisation matrix (Nigeria-focused, with comparative African screening), one regional entry playbook, a use-case viability assessment, regulatory landscape summaries, a counterparty and partner access map, an infrastructure prerequisite assessment, an adoption signal framework, a research-to-action roadmap, an executive decision memo, a cross-RFP handoff memo, and a public summary. Every recommendation carries an explicit confidence level and a limitations statement.

3. Understanding of the Brief

RFP 05 is not a request for a regional narrative. It is a request for an evidence base that lets the Committee allocate resources — to decide which markets to pursue, monitor, or avoid; which use cases should lead; which counterparties are reachable; which dependencies belong to other workstreams; and what success would have to look like before money is committed. The RFP is unusually specific about what does not count as evidence: macro statistics without an entry pathway, letters of intent without an implementation owner, event attendance, community enthusiasm without external validation, and regulatory summaries copied without interpretation. We read these exclusions as the operative test the proposal must pass.

We also read the RFP's scope discipline carefully. This initiative maps regional entry; it does not produce a full stablecoin liquidity diagnostic, a complete enterprise readiness assessment, or a delivery-partner network design. Where our findings touch those areas — and in insurance they will, particularly on stablecoin settlement and identity — we route them through the cross-RFP handoff memo rather than absorbing adjacent scopes.

3.1 Why a focused depth play rather than a three-region scan

RFP 05 lists LATAM, Africa, and East Asia as candidate region categories and explicitly invites a phased design in which the candidate set is screened first and primary research is concentrated where evidence value is highest. A single team attempting equal-depth primary research across all three categories within one engagement tends to produce exactly the shallow, counterparty-light analysis the RFP warns against. We therefore propose to own the African leg at production depth, with a transparent screen showing why Nigeria is the African candidate we recommend for deep research, and a portfolio-compatible playbook the Committee can place beside other regional work.

We are direct about the trade-off. This proposal does not deliver LATAM and East Asia playbooks. It delivers one defensible African playbook and the screening logic behind it. If the Committee requires a single vendor to cover all three categories, we would expect that to dilute primary-research depth, and we would advise against it on evidence-quality grounds.

3.2 Why Nigeria, on a transparent screen

Nigeria is not assumed to be a priority market. It is proposed as the African deep-dive candidate against the same screening criteria the full study will apply, summarised below at a directional level and to be validated during the research-design phase.

The screen recommends Nigeria on the combination of an unmet-need signal in insurance and a genuine, demonstrable counterparty-access advantage for this team — not on population or GDP, which the RFP rightly discounts. Kenya, Ghana, and South Africa are retained as comparative references so the recommendation is positioned against alternatives rather than asserted.

4. Strategic Context

Nigeria's insurance market is widely characterised by low penetration — commonly reported below one percent of GDP, among the lowest of the major emerging economies — alongside persistent challenges in distribution, claims trust, and reach into underserved and rural populations. These figures will be verified against current data from the National Insurance Commission (NAICOM) and industry sources rather than asserted; the point for entry strategy is structural, not decimal. A market with a large protection gap, weak distribution economics, and a documented trust deficit is a market where any new infrastructure must demonstrate that it addresses a real operational failure, not merely that it is technically novel.

Several Nigerian conditions make insurance a reasonable place to test blockchain relevance without presuming the answer. The market has active agricultural-risk instruments and index-based pilots in the north, regulator-supported microinsurance and takaful frameworks, a national identity programme (the National Identification Number administered by NIMC), a data-protection regime (the Nigeria Data Protection Act 2023), and a financial-services regulatory environment in which the treatment of crypto-assets and stablecoins has shifted in recent years and continues to evolve. Each of these is a dependency or a constraint, and each is mapped in the study rather than assumed favourable.

The same conditions cut the other way, and the study treats the negatives as first-class evidence. Low trust raises the bar for any unfamiliar settlement mechanism. Off-ramp and stable-value constraints can make payment-linked use cases non-credible regardless of protocol quality. Rural connectivity and device constraints can defeat a wallet-dependent design. Regulatory ambiguity around digital assets can stall a public-sector or regulated-entity pilot before it starts. A serious entry study identifies which of these conditions are binding and which are surmountable, and refuses to recommend a play whose prerequisites are unmet.

For Cardano specifically, the strategic question is narrow and testable: do Cardano's infrastructure, ecosystem support structures, governance model, and available implementation capacity align with any insurance use case whose prerequisites Nigeria can actually meet — and if so, is that alignment strong enough, relative to alternatives including non-blockchain solutions, to justify a pilot? The study evaluates Cardano against that bar rather than starting from it.

5. Problem Statement

Cardano stakeholders lack decision-ready evidence on whether, and how, to enter Nigeria through insurance-related use cases. Discussion of blockchain in African insurance tends to remain at the level of possibility — that distributed ledgers could improve claims transparency, that parametric structures could automate payouts, that identity rails could reduce fraud — without establishing which of these are viable in a specific market, with specific institutions, under specific rules, with specific delivery capacity.

The evidence gap has five components, each of which this study is designed to close:

1.​ Use-case viability. Which insurance use cases solve a problem severe enough, for stakeholders who

actually demand it, that an institution would change its workflow — and which are merely technically possible.

2.​ Regulatory pathway. Which use cases NAICOM and adjacent regulators could permit, encourage,

tolerate, or block, and where the law and supervisory posture are simply uncertain.

3.​ Counterparty reachability. Which underwriters, brokers, insurtechs, agricultural bodies, and identity

institutions are reachable on a realistic horizon, and which are aspirational.

4.​ Infrastructure prerequisites. Which dependencies — stablecoin and off-ramp access, identity, privacy,

wallet and mobile UX, off-line capability — must be in place, and which are owned by other workstreams.

5.​ Adoption definition. What would count as meaningful adoption rather than a signing ceremony, so that

funding can be tied to thresholds and stopped when they are not met.

Without this evidence, Cardano risks funding a pilot that cannot progress because a prerequisite is missing, mistaking a symposium panel or a letter of intent for traction, or concluding that "Nigeria is strategic" without a single executable entry play. The study exists to prevent those specific errors.

6. Research Objectives and Research Questions

6.1 Objectives

6.​ Determine whether blockchain-enabled insurance is a credible market-entry pathway for Cardano in

Nigeria, with an explicit go / conditional-go / monitor / no-go recommendation.

7.​ Identify and validate the three most viable insurance use cases through evidence, documenting why

each leads and why rejected candidates were set aside.

8.​ Map the regulatory landscape for the priority use cases at a depth sufficient to inform go/no-go and

diligence decisions, with uncertainty labelled.

9.​ Produce a counterparty and partner access map distinguishing interviewed, warm, referred,

desk-identified, hypothetical, and inaccessible stakeholders.

10.​Assess infrastructure prerequisites and classify each as met, partial, unmet, unknown, or dependent on

another workstream.

11.​Define an adoption signal framework that separates meaningful adoption from cosmetic activity and

sets funding triggers and stop conditions.

12.​Deliver a research-to-action roadmap and the cross-RFP handoffs that keep portfolio scope clean.

6.2 Research questions

The questions are organised so that an honest negative answer at any level halts escalation rather than being argued around.

–​** Demand. **For which insurance problems in Nigeria is the unmet need severe enough that an institution

or end user would adopt a new process, and what are the current alternatives?

–​** Cardano fit. **Where a blockchain-enabled approach is plausible, does Cardano specifically offer an

advantage over alternatives — including conventional databases and non-Cardano chains — and where does it not?

–​** Regulation. **What is NAICOM's and adjacent regulators' posture toward each candidate use case, and

where is the pathway clear, conditional, or genuinely uncertain?

–​** Counterparties. **Who must cooperate for each play, and is there an identifiable route to them within

12–24 months?

–​** Infrastructure. **Which prerequisites determine whether each play can move from concept to usage, and

which are unmet or externally owned?

–​** Delivery. **Who would build, operate, and support a deployment in-market, and does that capacity exist?

–​** Adoption. **What measurable evidence would confirm that an entry play is working, and what weak

signals should not trigger spend?

7. Institutional Positioning and Research Advantage

ASISA operates inside Nigeria's insurance ecosystem rather than entering it for the duration of a contract. Through the Department of Actuarial Science and Insurance at Ahmadu Bello University, the Association maintains working relationships with academic experts, practising underwriters and brokers, regulators, alumni placed across insurance institutions, and the trade and professional bodies that govern the market. This is the access that external consultants and capital-city-based firms most often lack, and it is the basis of our team-capability claim under the RFP's evaluation framework.

Three features of this position matter for evidence quality. First, geographic reach: ABU Zaria sits in northern Nigeria, giving the team direct lines into agricultural-insurance institutions, rural cooperatives, and Hausa-speaking communities that Lagos- and Abuja-centred research systematically under-samples — a recognised bias the RFP names. Second, language: the team conducts primary research in English, Hausa, Yoruba, Igbo, and Nigerian Pidgin, reducing the English-language and local-elite biases that distort emerging-market studies. Third, continuity: as a long-term participant in the market, the Association can corroborate claims over time rather than relying on a single round of interviews.

We are equally clear about the limits this access creates. Embeddedness can produce sympathetic sampling and optimism, and being funded to study a market the team is part of carries a credibility risk. Section 17 sets out the specific controls — external validation, beneficiary-side evidence, and separation of ecosystem views from independent evidence — that we apply to keep proximity from becoming bias.

**Research capacity **

The Association supplies supervised student researchers for data collection, survey administration, interview coordination, literature review, stakeholder mapping, and evidence synthesis, under the academic supervision of departmental staff. This is what makes a depth-first primary-research design affordable: the marginal cost of high-quality fieldwork is lower for an embedded academic team than for an external consultancy, which is the basis of our cost-efficiency claim in Section 20.

8. Methodology

The methodology combines desk research, stakeholder mapping, regulatory analysis, primary stakeholder research, and decision-oriented synthesis across eight phases. It is sequenced so that each phase produces evidence for a specific decision gate, and so that a negative finding halts escalation rather than being absorbed. The full research design is confirmed at the Research Design Review before fieldwork begins.

8.1 Research phases

**Phase 1 — Desk research and market framing **

Establish the market baseline: insurance penetration and protection-gap data from NAICOM and industry sources; the existing landscape of microinsurance, takaful, agricultural and parametric instruments; documented distribution, claims, and trust failures; and current insurtech activity. Compile the candidate use-case long list without committing to any. Output feeds the use-case viability assessment and the market framing.

**Phase 2 — Stakeholder ecosystem mapping **

Map the institutions whose cooperation or validation materially affects entry, classified by role (decision sponsor, regulator/gatekeeper, distribution, technical implementer, compliance enabler, payment/off-ramp partner, beneficiary). Record access status honestly for each. Output feeds the counterparty and partner access map.

**Phase 3 — Regulatory readiness assessment **

For each shortlisted use case, identify relevant authorities (NAICOM and, where relevant, SEC, CBN, NIMC, and the data-protection authority), applicable rules, licensing and approval needs, data and privacy constraints, and the treatment of stablecoins and crypto-assets. Label uncertainty and flag where local counsel is required. Output feeds the regulatory landscape summaries.

**Phase 4 — Primary research **

Conduct 25–35 structured interviews and expert calls across regulators, underwriters, brokers, insurtech operators, agricultural and identity institutions, and Cardano ecosystem actors, plus beneficiary-side engagement in at least one northern and one southern location. Integrate the technology-focused insurance symposium and institutional field visits as structured evidence-collection mechanisms, not as adoption signals in themselves. Output validates or challenges every desk-stage hypothesis.

**Phase 5 — Institutional validation **

Test draft findings back against a subset of senior stakeholders and independent experts to confirm interpretation, correct errors, and separate ecosystem optimism from corroborated evidence. Output is a validation log attached to the confidence register.

**Phase 6 — Market prioritisation and use-case selection **

Score candidate use cases against the screening model (below) to select the three priority use cases on evidence. Document why each leads and why others were rejected. Output is the market prioritisation matrix and the selected use-case set.

**Phase 7 — Adoption pathway analysis **

For each priority use case, define the milestone sequence (discovery → pilot → production → scale), the delivery model, the infrastructure prerequisites, and the adoption metrics and stop conditions. Output feeds the playbook and the adoption signal framework.

**Phase 8 — Final market-entry strategy **

Synthesise into the regional playbook, executive decision memo, research-to-action roadmap, cross-RFP handoff memo, and public summary, each carrying confidence levels and a limitations statement.

8.2 Core hypotheses to be tested or rejected

–​ Insurance entry opportunities in Nigeria differ materially by use case and cannot be addressed by a

single approach.

–​ Some opportunities are blocked less by technology than by regulatory pathway, trust, distribution

economics, or off-ramp and settlement constraints.

–​ Stablecoin and off-ramp access are prerequisites for premium- or payout-linked use cases, but not

necessarily for verification- or identity-linked ones.

–​ Regulators and trade bodies may act as legitimacy and coordination partners before they are users.

–​ The strongest play combines a concrete use case, a reachable counterparty, a local delivery model, and a

measurable adoption signal — and some apparently promising activity will prove cosmetic when tested against those thresholds.

8.3 Screening model criteria

Use cases and the overall entry play are scored on a transparent rubric so the Committee can see why each was prioritised, deferred, or rejected:

9. Decision Gate Mapping

RFP 05 states that a proposal that does not map methods and deliverables to its decision gates is a weak fit. The table below makes that mapping explicit. The gates are framed for the Nigerian insurance entry play; the same logic supports the comparative African screen.

10. Regional Scope and Use-Case Assessment Plan

10.1 Regional scope and prioritisation

Primary research is concentrated on Nigeria, treated as a country rather than a stand-in for "Africa." Within Nigeria, the design samples across the north–south divide so that conclusions are not a Lagos–Abuja artefact: at least one northern location (anchored by the team's base in Zaria, strong for agricultural-risk and Hausa-language access) and one southern commercial location (for underwriter, broker, and insurtech density). Kenya, Ghana, and South Africa are carried as comparative references to position the Nigeria recommendation against alternatives, not as parallel primary-research sites. The selection logic is documented so the Committee can audit why Nigeria was chosen for depth.

10.2 Use-case assessment plan

The candidate long list — microinsurance, agricultural and parametric insurance, claims verification, claims automation, beneficiary verification, and identity-linked insurance services — enters the study as hypotheses, not selections. Each is scored on the Section 8.3 rubric. The three that emerge with the strongest combined evidence become the priority use cases; the rest are documented as deferred or rejected, with reasons. We commit in advance not to override the evidence: if fewer than three use cases clear the bar, the study reports that and recommends accordingly rather than promoting weak candidates to reach a target count.

Each candidate is also tested against its likeliest disqualifier so the assessment is genuinely two-sided — for example, payout-linked parametric structures against stablecoin and off-ramp constraints; identity-linked services against data-protection and NIMC-integration constraints; verification use cases against whether a distributed ledger beats a conventional shared database for the same workflow.

Overview

The ADA 32,500 core budget is released across five milestones tied to verified deliverable submission and CPC acknowledgement of completion. The payment structure is front-light and back-weighted, with no milestone release contingent on findings being favourable to any specific outcome. A no-go or monitor recommendation is as complete a deliverable as a go, and the verification criteria throughout are procedural and evidence-based rather than conclusion-based.

The contingency allocation of ADA 1,000 sits within Milestone 3, which covers the primary research phase. It may be activated only if field access constraints require additional interview rounds, substitute respondent recruitment, or extended local-language transcription to maintain the minimum evidence standard for confidence-level assignment. Deployment requires CPC visibility and written agreement before funds are drawn.

The five milestones align tightly with the proposal's budget lines. Milestone 3 is the largest single release and covers the three highest-cost activities in the design: the expert interview programme, the symposium-integrated research engagement, and the institutional field visits. This front-loads accountability at the point of highest spend.

The most important output at this stage is not a finding but a governance document: the Research Design Document confirms that the CPC and the ASISA team are aligned on decision gates, use-case hypotheses, screening criteria, interview guides, bias control protocols, and the ethics brief before fieldwork begins. The ethics brief is substantively important here, not procedural: the study involves interviews with public-sector officials, regulated professionals, agricultural practitioners, and beneficiary-side respondents across northern and southern Nigeria, each carrying different institutional and community risk profiles. Establishing consent management and respondent protection protocols before the first interview is a research quality requirement.

The CPC's approval of the Research Design Document at this milestone is the mechanism by which any misalignment between the proposal's scope and the CPC's priorities is resolved before costs escalate. Payment of ADA 5,000 at this stage reflects the legitimate cost of research leadership, design, and academic supervisory setup — and holds the larger spend in reserve until the design is agreed.

**Milestone 2 — ADA 6,000 **

The second milestone produces the first analytically substantive outputs: a stakeholder ecosystem map with honest access classifications, a market framing document grounded in verified primary sources rather than secondary statistics, and a preliminary regulatory scan per shortlisted use case. Critically, it also delivers the comparative African screen — the documented rationale, against explicit criteria, for why Nigeria rather than Kenya, Ghana, or South Africa receives the depth of primary research investment that follows.

This milestone is the point at which the CPC reviews and confirms the primary research agenda before it is committed. If the screening surfaces an unexpected constraint — a regulatory development, an access limitation, or a comparative finding that changes the case for Nigeria — it does so before ADA 11,000 in fieldwork costs are incurred. The milestone payment of ADA 6,000 covers the desk research, stakeholder mapping, and preliminary regulatory scan work that makes this review substantive rather than procedural.

**Milestone 3 — ADA 11,000 **

The third milestone is the largest release because it covers the three activities that account for most of the proposal's direct operational cost: 25 or more expert interviews and calls (ADA 4,500), the technology-focused insurance symposium integrated as a structured evidence-collection mechanism (ADA 2,500), and institutional field visits across at least one northern and one southern location (ADA 3,000). The local-language fieldwork line (ADA 1,000) is also consumed in this phase, covering Hausa-language primary research and transcription for the northern locations that represent the proposal's geographic differentiation from capital-city-centred studies.

The ADA 1,000 contingency allocation sits here. Its designated purpose is narrow: if field access constraints require additional interview rounds to maintain minimum confidence levels, or if transcription of additional local-language material is needed for evidence completeness, the contingency covers those costs. It does not cover scope additions or deliverable extensions, and it is not deployed without CPC written agreement.

The Stakeholder Access Register produced at this milestone is the accountability document for how primary research was conducted: every interaction recorded with its access status, language, and any substitution disclosures. The milestone is not conditional on findings being positive; it is conditional on research being conducted at the methodological standard the proposal commits to.

**Milestone 4 — ADA 7,000 **

The fourth milestone covers the analytical and drafting phase. It funds the institutional validation round — where draft findings are tested against stakeholders outside the Cardano ecosystem — and the selection of three priority use cases through the screening model, with documented reasons for any use cases that did not clear the bar. The proposal commits in advance to reporting fewer than three if the evidence warrants it, and this milestone's verification criteria include accepting that finding if it is the honest result.

All eleven core deliverables are submitted in draft at this milestone, giving the CPC a full review opportunity before final delivery. The revision brief produced at the CPC Draft Deliverables Review governs what changes in Milestone 5 and prevents a situation where final deliverables are technically complete but misaligned with what the CPC needs to make decisions. The milestone payment of ADA 7,000 reflects the concentration of analytical and production work in this phase — synthesis, playbook architecture, adoption signal framework development, and drafting of the decision memo and cross-RFP handoff memo.

**Milestone 5 — ADA 3,500 **

The final milestone covers revised final outputs, public summary clearance, the final CPC presentation, and the completion of data governance commitments including evidence archiving and deletion actions per the agreed retention schedule. Payment is released on written CPC confirmation of project completion — a standard final-gate structure that holds meaningful funds against confirmed completion without creating cash-flow conditions that would impair delivery in earlier phases.

ADA 3,500 represents approximately 10.8% of total budget held at the final gate. This is intentionally lean relative to the cost concentration in Milestone 3, reflecting that final-phase work is primarily revision and presentation rather than new research. The quality assurance and academic supervision line (ADA 1,500) spans the full project but is partially allocated here as a completion incentive, ensuring that supervisory sign-off remains active through final delivery.

21. Conflicts of Interest Declaration

We declare the following so the Committee can assess and manage it transparently.

–​ The applicant has no current paid engagement with Cardano ecosystem entities, no advisory or

governance role within them, and no financial exposure to Cardano or competitor ecosystem assets held for the purpose of this work.

–​ We recognise one structural conflict inherent to the commission: the research is funded by the Cardano

Product Committee while evaluating Cardano's own entry prospects. This creates a perceived incentive toward favourable findings.

–​** Mitigation. **The methodology is designed to make a no-go finding fully deliverable; recommendations

are tied to evidence thresholds rather than to the funder's preference; ecosystem views are weighted separately from external evidence; and an independent validation step (Phase 5) tests draft conclusions against stakeholders outside the Cardano ecosystem.

22. Conclusion

RFP 05 asks for evidence that lets the Cardano Product Committee decide where to act, where to wait, and where to stop. This proposal answers that for one African entry candidate at production depth. It uses insurance as the lens through which Nigeria's financial-inclusion, agricultural-risk, identity, and settlement conditions can be examined together, and it treats Cardano, blockchain, and every candidate use case as subjects to be evaluated rather than conclusions to be reached.

The proposal's strength is access matched to discipline. The team can reach the regulator, the trade and professional bodies, named underwriters, brokers, insurtechs, and agricultural and identity institutions — including northern, Hausa-speaking, and beneficiary-side stakeholders that external teams under-sample — and it pairs that access with bias controls, confidence scoring, adoption thresholds, and a design built to deliver a credible no-go as readily as a go.

The result the Committee receives is decision-ready: a prioritised view of whether the Nigeria insurance play is worth funding, three evidence-selected use cases or an honest account of why fewer qualify, the regulatory and infrastructure conditions that govern each, the counterparties who must act, and the thresholds that separate genuine adoption from activity that only looks like it. That is the evidence RFP 05 is asking for, and it is what this study is built to produce.
